Hi,  
you need to go to the ERA5 pressure levels webform ([https://cds-beta.climate.copernicus.eu/datasets/reanalysis-era5-pressure-levels?tab=download](https://cds-beta.climate.copernicus.eu/datasets/reanalysis-era5-pressure-levels?tab=download)) and accepted the Licence to use Copernicus Products
