Downloading 3h total precipitation and 3h 10m wind gust since previous post-processing of CERRA

Hi,
I am not familiar with forecast data. I read the documentation about Time resolution but I do not understand how I can get the 3h precipitation (or 10m wind gust) from the forecasts.
Do I have to select all leadtime hour available for each time (00:00, 03:00, …) ?

Looking again at the documentation, I think I understand that I can choose to get the data analysis 00:00, 03:00, 06:00 from different forecast of different lengths : for example I can choose the 06:00 analysis from a forecast of 3 hours since analysis given at 03:00 or from a forecast of 6 hours since analysis given at 00:00, etc…

Then what is happening for the first september 1984 at 00:00 ? There are no forecasts earlier than that date. And I can not select a lead time of forecast of 0 hour. So what should I choose as parameters for this special date ?
