Is it possible to change UTC time into local time using Toolbox?

Hi,

My main purpose is to join 2 databases. The fist one is 2m temperature data from ERA5 land and the second one is a socioeconomic household survey. 

The second database recorded information according to the local time.  So, I want to convert UTC time of data downloaded from ERA5 to local time to joint them.

A quick search in google and toolbox documentation did not show the time conversion process.

I'm wandering if any has tried solve this issue?

At the moment the Toolbox does not include any tool to change UTC time into local time unfortunately.
