Is there a fundamental difference between data on model layers and on pressure layers?

Up to now, I have processed ERA5 data on pressure layers in my program using such a code:

import cdsapi

dataset = "reanalysis-era5-pressure-levels"
request = {
    "product_type": ["reanalysis"],
    "variable": [
        "temperature"
    ],
    "year": ["2010"],
    "month": ["11"],
    "day": ["30"],
    "time": [
        "00:00"
    ],
    "pressure_level": [
        "1", "10", "100",
        "1000"
    ],
    "data_format": "netcdf",
    "download_format": "unarchived"
}

target = "2010.11.30_atmosphere.nc"
client = cdsapi.Client()
client.retrieve(dataset, request, target).download()

Now I want to include data from the lower mesosphere, thus I have to change to ERA5 data on model layers. But when I download data with the following code, I face a problem:

import cdsapi

c = cdsapi.Client()
c.retrieve('reanalysis-era5-complete', {
    'date'    : '2010-11-30',
    'levelist': '1/10/100/137',
    'levtype' : 'ml',
    'param'   : '130',

    'stream'  : 'oper',
    'time'    : '00',
    'type'    : 'an',
    'area'    : 'global',
    'grid'    : '1.0/1.0',
    'format'  : 'netcdf',
}, '2010.11.30_mesosphere.nc')

When I want to open the second file in GrADS, I got the message: “gadsdf: SDF file does not have any non-coordinate variables.” But ncdump tells me that there is data:
