Package version 3.32 no longer attempts to connect to FTP site

Hello all,

Most participants have successfully transferred from FTP to ecBox. The FTP site has also been closed for a few weeks.

In light of delayed processing times when connecting to FTP site (i.e. Update your AI Weather Quest Python environment and review the new Terms and Conditions - #17 by Harilaos ), I have updated the Python Package (version 3.32) so it no longer calls the old FTP site when submitting a forecast or downloading evaluation data.

I would recommend an update to the package to improve processing times.
