TIGGE historical data access for non-Member-state researcher

Hi,

I’m a non-Member-state researcher trying to access TIGGE historical
ensemble data (tigge-forecasts on ECDS) for academic weather
forecasting research. I have:

  • Registered an ECDS account and obtained a personal access token
  • Accepted the TIGGE licence rev. 2 on the dataset download form
    (shown as “Accepted” in Manage Licences)
  • Installed cdsapi >= 0.7.7 and verified authentication works
    (GET /api/retrieve/v1/jobs returns my job list)

However, every retrieve request — via the cdsapi client AND via
the web download form UI — is Accepted into the queue, then
Rejected ~5 seconds later with:
HTTP 400 “The job has been rejected”
traceback: “Restrict access to ECDS”
