CC-BY licence to replace Licence to use Copernicus Products on 02 July 2025

Please be informed that on Wednesday 2nd July 2025, the License to use Copernicus Products in the Climate Data Store (CDS), Atmosphere Data Store (ADS) and the CEMS Early Warning Data Store (EWDS) will be replaced with the Creative Commons Attribution License (CC-BY).

Highlights and key features of the CC-BY licence are provided here. Full legal text is provided here.

Usage of any Copernicus Products through the CDS, ADS and EWDS after the above date will be considered as your acceptance of this license.

If you do not want to accept the CC-BY 4.0 license terms, you will no longer be able to access the Copernicus Products from midnight of 1st July 2025.

As always, for information relative to citation and attribution, please refer to the References section on each dataset entry of the relevant data store.

@Anabelle FYI, the link to this forum post on the CDS doesn’t work: if I open it on the homepage, it tries to send me to https://cds.climate.copernicus.eu/[https:/status.ecmwf.int](https:/forum.ecmwf.int/t/cc-by-licence-to-replace-licence-to-use-copernicus-products-on-02-july-2025/13464); if I open it from a catalogue entry, e.g. https://cds.climate.copernicus.eu/datasets/reanalysis-era5-single-levels, it sends me to https://cds.climate.copernicus.eu/datasets/[https:/status.ecmwf.int](https:/forum.ecmwf.int/t/cc-by-licence-to-replace-licence-to-use-copernicus-products-on-02-july-2025/13464), etc.

This is the first error message I got and refreshed the page and glad it disappeared. Now its throwing another error message “RoocsValueError”

no wonder the downloading process for Multilevel product in ADS seems to be stuck when selecting the Model Level. The selections turned to grey color after the level 60. and the downloaded data did not come in dataset even after set for both downloading Pressure Level and Model Level. Do we have to change something in the .cdsapirc like last time migration??

Following the Data Stores system session of earlier today, we can confirm that the replacement of the Licence to use Copernicus Products with the Creative Commons Attribution Licence (CC-BY) was successfully implemented.
